The blue one just had the bottom bracket rebuilt/regressed along with the headset.
The seat posts weren't seized in either of these, and neither is the handlebar stem on the blue one.
I also have definitely one front wheel but I believe I have two front wheels that'll I'll throw in and a seat post or two.
Good for somebody who does reselling or just someone who's always up for a project.
40$ buys both frames, 2-3 wheels and whatever other assorted bits come up. No major work needs done to either of these. More or less. Just bolt on parts and go
